I have a lovely old water color which has water damage , would really like to clean it up re-mat and hang it, any input appreciated

You shouldn’t. If you really love it it isn’t a good place to start learning.
Take it to someone that knows what he/she is doing. Depending on the damage you may find it isn’t that expensive.
