Water based paint shouldn't come off, wiping with a sponge, after it's dry. I have read that really cheap paint can do so, however, because the ingredients are poor quality. Repainting is really your only option and doing the whole wall would be best. Not yet, perhaps, if you're going to have to wash the walls again.
